MESSAGE FROM DEPUTY PRIME MINISTER
   MINISTER OF ECONOMY AND FINANCE

       
          On behalf of the Ministry of Economy and Finance (MEF), I have a great pleasure to present the Annual Report of the non-life insurance industry in the Kingdom of Cambodia for the year ended 31st December 2007.         

The purpose of the Annual Report is to provide an update on the performance of the insurance industry together with a commentary on the administration of the Insurance law and regulations. The information in the Report will provide an understanding to local and foreign investors of the situation in the fledgling and growing insurance sector in the country.

I would like to express my sincere appreciation to all insurance companies for their strong and continued support that has enabled the insurance industry to be regulated with integrity, dedication and fairness. Today more than ever, it is very important to have a vibrant, competitive and innovative insurance marketplace with the changing landscape in the international environment. Despite it being small and young, the insurance industry cannot be entirely isolated from external developments.

The mission of the Ministry of Economy and Finance is to promote the orderly development of the local insurance industry and at the same time to instill public confidence in Cambodia's insurance market.

To achieve our mission, objectives, certain related Laws, Sub-decrees, Parkas, and Circulars have been adopted and implemented to supervise the company operations. Cambodian insurance market has achieved some measure of progress in the growth of total assets, investments and shareholder funds. It can be seen that the total gross premium has increased by 44% from USD 12,142,563 in 2006 compared to USD 17,493,747 in 2007 reflecting the gradual expansion of the insurance market and improved productivity. The gross premium figures contributes roughly 0.20 % to the GDP amounted at 8,619,000,000 USD in 2007. Even though, insurance sector contributes less percentage to GDP but it is growing from year to year in order to support the financial sector in Cambodia. Furthermore, insurance sector has incorporated in "Financial Sector Development Strategy 2006-2015". In this sense, it will assist in direct development by contributing its benefit and income into financial sector as a whole.

Other than non life insurance, The Royal Government of Cambodia through The MEF will develop life insurance which is one of various elements for securities market development (Stock Exchange) which is scheduled to be established in 2009 as prescribed in “Financial Sector Development Strategy 2006-2015” of the Royal Government of Cambodia. It is recognized as the roadmap that was launched by Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia on June 7th, 2007.

In conclusion, I would like to emphasize that the future direction will be on strengthening the insurance sector and enabling it to play a crucial role in the socio-economic development of the country. Currently, the growth of the insurance sector is not in tandem with the impressive growth rates of GDP of the country which was 10.8% in 2006. It is imperative that we provide greater opportunities for the insurance companies to expand their business such as the introduction of compulsory insurance for certain classes of insurance business. In this regard, it is firstly necessary to embark on a nation-wide public awareness program so that the public will appreciate benefits of insurance and adhere strictly to the several compulsory Insurance requirements. The insurance industry and other relevant agencies of Government must co-operate closely with the MEF in this public relations venture that is of utmost national importance.
